Project Title: Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan

 

A. Project Description 

The Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan project, as part of phase two of the Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II) aimed at strengthen national capacity towards enhanced protective and preventive environment related to Child Labour.

 

  1. Tamkeen for Legal Aid and Human Rights

Tamkeen for Legal Aid and Human Rights was established in 2007. It has been in the process of organizational and financial transformation to meet the international standards. The move is expected to enhance Tamkeen’s effectiveness, increase its efficiency and strengthen ownership of the management of Tamkeen.

Tamkeen’s Personnel Manual (PM) was drafted at the beginning of 2020. However, this PM does not yet fully reflect the organizational changes recently approved by Tamkeen management. It also does not take into account more recent amendments to Tamkeen Staff Rules and Regulations.

The consultant is to revise and update this PM as per the new organizational structure, and new staffing, taking into account the experience with the implementation of the current manual, a number of more ad-hoc decisions taken during the recent Tamkeen recruitment process that may need to be converted into Tamkeen HR policy, and the revised Staff Rules and Regulations and other best practices. At the same time, and in order to meet the new demands to manage and develop an already highly qualified workforce, and move towards a national class organization with enhanced effectiveness and efficiency, the Performance Appraisal Review process will also be revised and included in the new PM. In addition, a Salary Scale Structure (SSS) to be structured, created and developed.

 

  1. Background

Tamkeen Strategic Plan (SP) was created in 2007 and has been updated periodically since then. However, the current SP draft has not been yet fully discussed and approved by Tamkeen management.

 

  1. Objective of the assignment

Tamkeen is searching for a consultant to help with the development and drafting of a new Strategy for 2021-2024.

Specific objectives of the consultancy are the following:

  1. To prepare and facilitate a face-to-face Steering Committee meeting on Strategy development which needs to help participants to:
    1. Revisit mission and vision of Tamkeen if needed;
    2. Review the results of Tamkeen’s previous strategic plan;
    3. Conduct SWOT/TOWS analysis to evaluate Tamkeen (any other analysis methodology can be proposed);
    4. Define key strategic objectives and objectives indicators for the new strategy 2021-2024.
  2. To develop the first draft strategy outline and infographic (with the vision of key SMART indicators, risks and options/approaches for Association effective work).
  3. To review the draft Strategy outline in line with the comments and suggestions received in the consultation process with Tamkeen Advisory Board, members and key partners.
  4. To finalize the Strategy outline.

 

 III. Description of tasks and deliverables

The consultant is to undertake the following tasks:

Meeting expected results:

  • Understanding of strengths/weaknesses/threats/opportunities of Tamkeen by all Steering Committee members;
  • Understanding of key achieved results, role of Tamkeen and expectations from members, partners/stakeholders collected during preparation to the meeting by Tamkeen Steering Committee members;
  • Outline the strategic objectives for Strategy 2021-2024 and their indicators.

  1. Prepare and Facilitate a Face-to-Face Retreat with Steering Committee on Draft Strategy

Key objectives of the meeting:

 

 - Review the results of Tamkeen previous strategic plan

- Conduct SWOT analysis of Tamkeen

 - Define key strategic objectives and indicators

  1.  Review the draft Strategy outline in line with the comments and suggestions received in the consultation process with Tamkeen Advisory Board members and key partners.

Collection of comments and suggestions to the organizational Strategy from consultation process that will be in the form of a retreat with Tamkeen Advisory Board, members and key partners, revision of the Strategy draft.

  1.  Finalize the Strategy outline

Finalization of the Strategy.

IV. Timeframe

A maximum of {30} working days is expected. The assignment will tentatively start on {May 17, 2021} and end on {July 15, 2021}.

 

 

Working relationship and contractual arrangements

  • The consultants will be working under the overall supervision of Tamkeen Executive Director and the Board of Directors.
  • The consultant is under the obligation of confidentiality. Information, data, database, knowledge resources in the form of viewing the strategic plans issued by and for Tamkeen will be Tamkeen’s property and require permission for use and disclosure.

VI. Qualifications and requirements

  • Excellent facilitation skills, experience in facilitating group work, brainstorming, organizing fruitful discussions in a multicultural and multilingual team;
  • Experience of facilitating strategic planning process and development of Strategic documents for international/regional organizations;
  • Excellent command of spoken and written Arabic and English.
