A. Project Title: Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan

 

B. Project Description

The Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan project, as part of phase two of the Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II) aimed at strengthen national capacity towards enhanced protective and preventive environment related to Child Labour.

 

  1. Scope of Work

An essential component of this project is building the capacity of Tamkeen organization. The main aim of this assignment is to assess the status of the capacity among a spectrum of Tamkeen’s mission and vision; governance structure; operation systems, bylaws; assess their current capacity gaps in fulfilling their existing mandates and responsibilities; and develop a corresponding Capacity Development Strategy and Action Plan so as to cater to the current gaps and needs and also the upcoming roles and mandates. 

The Capacity Assessment will assess the three major aspects – a) institutional capacity; b) organizational capacity; c) human resource;

Through this assignment, RDPP aims to support Tamkeen in reaching closer to the goals set by creating a Strategic Capacity Development Plan 2020-2022 regarding attainment of resilient development of Tamkeen. 

Tamkeen is seeking a qualified consultant to: (1) conduct a detailed institutional capacity assessment of Tamkeen; (2) formulate a Capacity Development Strategy; (3) Develop a Costed Action Plan for Training and Capacity Development 2020 -2022 including the methodology and framework for monitoring and evaluation.

The assessment will take into consideration the contractual recommendations that resulted from RDPP’s partner assessment to be included in the action plan that the consultant will develop which included such as: i) partnership and subawards SOPs; ii) Upgrade HR policy; iii) Create specific policies for child labour, anti-corruption, sexual exploitation and harassment; iv) Upgrade the financial, administrative and procurement policies; v) Upgrade the M&E systems for Tamkeen and vii) Upgrade the accounting system.

 

  1. Specific task of this assignment

Aligned with the above-mentioned scope of work, the specific activities to be conducted will also be phase-wise as described below:

 

Phase 1: Inception Phase

  • During the inception phase the consultant shall review relevant literature and documents provided (including the current policies and bylaws) at the start of the assignment.
  • Prepare an inception report summarizing the objectives, scope and outputs of the assignment, organization and methodology for achievement of the outputs, including the schedule.
  • Prepare a matrix which identifies the previous aspects of capacity assessments, impact of the previous capacity assessments conducted by RDPP and identify the current needs and gaps to be addressed in the current “follow-up capacity assessment”

 

Phase 2: Assessment Phase

  1. Capacity Development Needs Assessment:
  • Identify key staff for capacity needs assessment, who are the key Tamkeen stakeholders.
  • Develop assessment tools to assess the current capacities
  • Prepare a Capacity Needs Assessment report based on the assessment
  • Take stock of existing capacity development plans and initiatives on development, and the effectiveness of these capacity development activities in the key staff identified above.

 

  1. Identify the gaps and shortcomings of the existing approach and method of capacity development and the reasons for their lack of effectiveness

 

The key aspects to be covered, but not limited to, during the Capacity Needs Assessment include the following:

Assess the following:

  1. Institutional mandate, governance and organizational structure:
  • The organizational Vision and mission.
  • Governing body’s roles and responsibilities.
  • Existing thematic, functional, organizational and administrative structures Tamkeen.
  • Existing thematic working groups or coordination mechanisms and their organizational structure, the policies governing them and their functional capabilities and jurisdictions.

 

  1. Human Resource, Technical and Functional capacities
  • Existing skills and qualifications corresponding to the scope of work and job descriptions provided by the organization
  • Competencies and experience commensurate with the institutional requirements
  • Identification and clarity in the required skills to deliver the institutional mandates
  • Strengths and gaps within the existing operational capacity taking into consideration its mandate and based on new and revised bylaws and policies.
  1. Functional and Administrative structures and facilities
  • Provisions of the organizational structures and presence of conducive hierarchy to fulfill functional mandates.
  • Structure and functional capabilities of operational and administrative units to support the day-to-day functions of the programme units.
  • Level and quality of the facilities such as IT equipment, planning and decision-making tools, monitoring and evaluation tools among others at the operational and programmatic levels.
  1. Finance Management and Quality Control Mechanisms
  • Existing financial and administrative processes, procedures and regulations and how these processes and regulations impact on the delivery and execution of its mandate including planning, budgeting, procurement, contracting and sub-contracting and whether these are consistent with international best practices, documented procedures and internal controls.

 

  • Adequacy of financial, administrative, infrastructural, and technological resources available to execute its functions.
  • Mechanisms and provisions of coordinating the financial management procedures horizontally with other directorates and vertically at different levels of governance.

 

  1. Operational policies, manuals, guidelines and provisions
  • Effectiveness, efficiency, relevance and appropriateness of existing operational policies and procedures.
  • Coherence of processes and systems with Tamkeen strategic goals and objectives.

Phase 3: Capacity Development Phase

  • Based on the Capacity Needs Assessment, develop a long-term Capacity Development Strategy.
  • Based on the long-term Capacity Development Strategy, develop a costed Capacity Development Plan including the M&E.
  • Capacity Development Road Map for Tamkeen.
  1. Expected Outputs and Deliverables:

The following are the expected outputs of the consultancy:

  1. Phase 1: Inception Phase

Within 1 week of initiating the assignment, the consultant is expected to submit an Inception Report. The Inception Report will be prepared based on a prior approved Outline. The Inception Report will include a gap analysis based on the previous partner assessments conducted by RDPP; a draft of methodology for Capacity Needs Assessment, timeline of implementation and the list of stakeholders that would be contacted for the assessment.

Following are the expected deliverables:

    1. Outline of Inception Report
    2. An Inception Report
    3. A gap analysis on the past capacity assessments and the current needs and gaps
    4. Draft Methodology for Capacity Needs Assessment
    5. List of stakeholders disaggregated by nature of assessment
       
  1. Phase 2: Assessment Phase

Upon the approval of an Inception Report, the consultant will initiate the Assessment Phase. The assessment activities will be guided by the agreed timeline in the Inception Report. Upon agreement on the Methodology and Outline of the Capacity Needs Assessment Report, the consultant will produce a draft Capacity Needs Assessment Report. Within a month of initiating the work, the consultant will submit a draft of the Assessment Report. The draft report should analyze, consolidate and produce organizational capacity assessment reports and should recommend areas of improvement, and strategies to apply. The report will be considered final only upon being validated and endorsed by the Tamkeen management.

  1. Phase 3: Capacity Development Phase
  1. During the final phase of the assignment, the consultant will develop a costed long-term Capacity Development Strategy for Tamkeen. The plan shall contain concrete actions and steps taken (road map) for local functions to improve output and performance in priority areas. The plan will also include the methodology and framework for monitoring and evaluation of the implementation of the capacity development plan and capacity development response.

    1. Finalized Long-term Capacity Development Strategy Tamkeen (2020-2025) endorsed by Tamkeen
    2. Finalized the Capacity Development Plan for Tamkeen (2020-2022) endorsed by Tamkeen
    3. Finalized M&E plan (2020-2022) endorsed by Tamkeen
    4. Finalized Capacity Development Road Map for Tamkeen (2020-2022)
       
  1. Institutional Arrangement

The consultant will work under the overall supervision of Tamkeen Manager. The consultant will provide fortnightly progress reports and additional updates as requested and required.

The consultants will work closely with other staff members of Tamkeen as required. 

  1. Duration of the Work

All deliverables will only be accepted if they meet highest quality standards. Documents, including drafts, must be well structured and written. Data collection, analysis and presentation are expected to meet highest standards. All final documents must be proofed and professionally edited before submission.

 
  1. LANGUAGE OF THE SPECIFIC CONTRACT AND DELIVERABLES

The language of this specific contract shall be Arabic. All reports are to be submitted in Arabic and English.

  1. QUALIFICATIONS AND EXPERIENCE OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR

 

Experience:

  • Minimum of ten (10) years of progressively responsible experience in the field of management, public administration, capacity assessment including at least 5 years working with government agencies and/or international organisations.
  • A minimum of 3 years’ in-depth knowledge and demonstrated experience in conducting organizational/institutional capacity assessments.
  • Familiarity with decentralization and local governance processes, systems and structures.
  • Evidence of conducting at least one organizational/institutional capacity assessments and preparation of capacity development plan within the past 3 years.

 

Language requirements:

  • Arabic language – excellent written and oral communication skills. In addition, excellent command of English.

 

  1. FINANCIAL PROPOSAL

The financial proposal must be expressed in the form of an “all-inclusive” lump-sum amount, supported by breakdown of costs. Under the lump sum approach, the contract price is fixed, regardless of changes in cost components.

 

  1. RECOMMENDED PRESENTATION OF OFFER
  • Letter of application with duly accomplished Letter of Confirmation of Interest and Statement of Availability for the entire duration of the assignment;
  • Personal CV indicating all past relevant experience, as well as the contact details (email and telephone number) and three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable and how they will approach and complete the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
