Program Manager

Tamkeen for Legal Aid and Human Rights is seeking a Program Manager to be responsible for organizing programs and activities for our organization. You will be tasked with developing programs to support the organization's strategic direction, as well as creating and managing long term goals. You will also be in charge of developing budgets and operating plans for programs and writing projects/program funding proposals.

Our organization runs several projects under the theme of the Jordanian Labor Market and Anti-Human Trafficking. The program manager will act as a coordinator between these multiple projects and ensure that they are aligned with their goals through monitoring and evaluating their progress; assess their achievements and address any arising challenges.

In order to be successful in this role, you will need to have prior experience in both program management and team management, as well as having experience with Monitoring and Evaluation Tools.
 

Duties and Responsibilities

Strategic Leadership

  • Provide technical leadership and guidance to the Project Coordinators to ensure on issues related to projects development and implementation of the activities
  • Lead the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance management and other planning activities as required
  • Support in identifying new opportunities and driving forward innovative ideas

 

Stakeholder Engagement

  • Develop and Manage Effective working relationships with key stakeholders including the Government, the Donors, United Nations Agencies, INGOS and relevant CSOs/NGOs in order to foster coordination, collaboration and partnership.
  • Represent the organisation in meetings, conferences and other events and highlight Tamkeen’s experience and work on projects focusing on the Jordanian Labour Market and Combatting Human Trafficking.
  • Lead the process of preparing the monthly, quarterly, semi-annual, annual and other program and financial reports and documented in time aligning with project design and donor requirement
  • Liaise with the Donors to ensure their satisfaction with the progress of the various projects
  • Stay abreast of donors’ compliances and requirements
  • Write program funding proposals to guarantee uninterrupted delivery of services.

Technical Management

  • Ensure that the various projects and their activities are being run in accordance with the mission and goals of the organization.
  • Create and managing long-term goals of the projects and the organization as a whole, as well as analyze the various risks connected to the projects.
  • Lead the preparation of the annual strategic plans; technical and operational work plans and budgets; staffing plans; performance management and other planning activities as required
  • Develop an M&E plan for the program and the projects to ensure effective project compliance according to the set time and work plans, and that staff understands this system and follow it accordingly.
  • Dissemination of lessons learnt and best practices from major projects’ interventions.

 

Required Qualifications

  • Bachelors (Preferably Masters) degree in Business, International Relations, Development or related field
  • PMP certificate holder are preferred. 
  • Prior knowledge of the Jordanian Labour Market and Laws is a plus
  • Extensive experience in program management for at least 5 years.
  • Demonstrated depth of experience and effectiveness preferably in an NGO context in working with community/grassroots people and organizations
  • Extensive experience and recognized expertise in project management including M&E tools and systems, especially experience in using logical frameworks and project monitoring tools.
  • Demonstrated experience in managing teams and capacity building as well as having different approaches to team building.

Required Competencies

  • Competency in Microsoft Office
  • Proficiency in both Arabic and English (written, reading and spoken).
  • Excellent report writing skills
  • Ability to work and lead the team remotely, if required
  • Strong leadership and communication skills, including supervising staff and work planning
  • Decision making and problem-solving skills
  • Strategic, creative, and innovative thinking
