Project Title: Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan

 

A. Project Description 

The Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan project, as part of phase two of the Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II) aimed at strengthen national capacity towards enhanced protective and preventive environment related to Child Labour.

 

  1. Tamkeen for Legal Aid and Human Rights

Tamkeen for Legal Aid and Human Rights was established in 2007. It has been in the process of organizational and financial transformation to meet the international standards. The move is expected to enhance Tamkeen’s effectiveness, increase its efficiency and strengthen ownership of the management of Tamkeen.

Tamkeen’s Personnel Manual (PM) was drafted at the beginning of 2020. However, this PM does not yet fully reflect the organizational changes recently approved by Tamkeen management. It also does not take into account more recent amendments to Tamkeen Staff Rules and Regulations.

The consultant is to revise and update this PM as per the new organizational structure, and new staffing, taking into account the experience with the implementation of the current manual, a number of more ad-hoc decisions taken during the recent Tamkeen recruitment process that may need to be converted into Tamkeen HR policy, and the revised Staff Rules and Regulations and other best practices. At the same time, and in order to meet the new demands to manage and develop an already highly qualified workforce, and move towards a national class organization with enhanced effectiveness and efficiency, the Performance Appraisal Review process will also be revised and included in the new PM. In addition, a Salary Scale Structure (SSS) to be structured, created and developed.

 

 

  1. Scope of Work

An essential component of this project is building the capacity of Tamkeen organization. The main aim of this assignment is to assess the status of the capacity among a spectrum of Tamkeen’s mission and vision; governance structure; operation systems, bylaws; assess their current capacity gaps in fulfilling their existing mandates and responsibilities; and develop a corresponding Capacity Development Strategy and Action Plan so as to cater to the current gaps and needs and also the upcoming roles and mandates. Moreover, Tamkeen has acquired a new financial system to assist the unit in expediting its implementation of tasks. Therefore, the Financial Unit capacity shall be developed in using Dynamics 365 Financial System. 

 

  1. Introduction

Tamkeen for Legal Aid and Human Rights is looking to engage a trainer to conduct (6) trainings in total. The objective of the trainings is to strengthen the capacities of the financial team of Tamkeen in regard to the implementation of Dynamics 365 through their work.

 

  1.  Description of tasks and deliverables

The trainer is to undertake the following tasks:

  1. Creation of the methodology and training schedule in coordination with Tamkeen;
  2. Review Tamkeen’s financial SOPs, based on an existing Capacity Needs Assessment report for the financial unit;
  3. Conducting (2) trainings on a monthly basis, total of (6) trainings;
  4. Conduct the evaluation of the training;
  5. Conduct a training test for financial unit staff to ensure their capability of operating the new system;
  6. Report on the conducted training.

 

  1. The assignment will have the following deliverables:

The following will be the expected deliverables of the trainer:

  1. Work plan for developing the training, including strategy and proposed methodologies, as well as quality assurance plan;
  2. Updated policies, bylaws, and other regulations as above stated;
  3. Training materials (handouts) for participants provided at the end of the training in Arabic;
  4. Guidelines on the usage of Dynamics 365.
  5. Technical advice and support to participants during the training;
  6. Final report on the implementation of the tasks after finishing the training.

 

G. Timeframe

The trainings shall be expected to be completed within {time-frame} period in 12 working days.

H.  Qualifications and requirements

  • Minimum of Master’s degree in Business Management and Accounting, Project Planning and Management, or any relevant course from reputable institution;
  • Extensive experience (at least 5 years) experience in completing training for organizations;
  • Proven and demonstrated a broad knowledge of Dynamics 365;
  • Excellent interpersonal communication skills including experience of facilitation of trainings and presentation;
  • Excellent command of spoken and written Arabic and English.
