Project Title: Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan

 

A. Project Description 

The Preventing and Minimizing Child Labour in Identified Hazardous Jobs in Jordan project, as part of phase two of the Regional Development and Protection Programme for Lebanon, Jordan and Iraq (RDPP II) aimed at strengthen national capacity towards enhanced protective and preventive environment related to Child Labour.

 

  1. Tamkeen for Legal Aid and Human Rights

Tamkeen for Legal Aid and Human Rights was established in 2007. It has been in the process of organizational and financial transformation to meet the international standards. The move is expected to enhance Tamkeen’s effectiveness, increase its efficiency and strengthen ownership of the management of Tamkeen.

Tamkeen’s Personnel Manual (PM) was drafted at the beginning of 2020. However, this PM does not yet fully reflect the organizational changes recently approved by Tamkeen management. It also does not take into account more recent amendments to Tamkeen Staff Rules and Regulations.

The consultant is to revise and update this PM as per the new organizational structure, and new staffing, taking into account the experience with the implementation of the current manual, a number of more ad-hoc decisions taken during the recent Tamkeen recruitment process that may need to be converted into Tamkeen HR policy, and the revised Staff Rules and Regulations and other best practices. At the same time, and in order to meet the new demands to manage and develop an already highly qualified workforce, and move towards a national class organization with enhanced effectiveness and efficiency, the Performance Appraisal Review process will also be revised and included in the new PM. In addition, a Salary Scale Structure (SSS) to be structured, created and developed.

 

  1. Objective of the assignment

The main objective is to support Tamkeen Human Resources team to review and revise the current personnel policies, practices and regulations, including the performance appraisal review, and to revise and update the respective Personnel Manual accordingly, with user friendly human resources management forms, templates and procedures, to meet the needs of a national class organization. In addition to the structuring, creation and developing of a Salary Scale Structure (SSS).

 

  1. Description of tasks and deliverables

The consultant is to undertake the following tasks:

  1. Discuss with Tamkeen Senior Managers on the needs and concerns to revise the Human Resources Management (HRM) policies and practices, and ensure they are in line with the vision of a class national organization;
  2. To develop relevant policies and procedures related to: remote working; leaves and vacation management; grievance; and termination and resignation.
  3. To review Tamkeen Staff Regulations that can be part of the new HRM policies and practices.
  4. To review the current Tamkeen policies, forms, templates and procedures of HRM, and draft the revised Personnel Manual (employee handbook) accordingly.
  5. To assess national labour laws and standards and their relation with Tamkeen Personnel Manual.
  6. To review and revise the Performance Appraisal Review system to include (a) KPI measurement against annual workplans, and (b) behavioral competencies measurement using 360 Degree assessment.
  7. Assist the HR team in the analysis of the inputs and requirements regarding the draft version of the revised Personnel Manual.
  8. To structure, create and develop a Salary Scale Structure (SSS).
  9. To train and coach HR team on making the new HR Manual and its forms, templates and procedures fully functional and operational.
  10. To report on the conducted training for HR staff and the new policies and procedures developed.

  1. Timeframe

A maximum of 45 working days is expected. The assignment will tentatively start on March 1st, 2021 and end on April 30th 2021.

H. Working relationship and contractual arrangements

  • The consultants will be working under the overall supervision of Tamkeen Executive Director and the Human Resources Manager
  • The consultants are under the obligation of confidentiality. Information, data, database, knowledge resources issued by and for Tamkeen will be Tamkeen’s property and require permission for use and disclosure.

I. Qualifications and requirements

  • A Bachelor’s degree in Human Resources Management, Business Administration, or related fields;
  • PHR and/or SPHR certificate holder is desirable;
  • Minimum of 5 years of work experience in Human Resources Management;
  • Experience or exposure to the Jordanian labour law is desirable;
  • Experience with the implementation of performance appraisal systems;
  • Experience with the creation and implementation of salary scale structures and systems;
  • Strong analytical skills, including legal analysis;
  • Excellent command of spoken and written Arabic and English.

  • Working papers related to Tamkeen current policies and procedures in addition to the current HR forms
  • Tamkeen Personnel Manual
